Large capital projects and operating facilities currently give up millions of dollars a year as a cost of doing business due to  worker inefficiencies in finding reliable information.  Finding requirements, drawings, equipment specs, procurement documents, and QA records related to a specific equipment item becomes a tedious process needing users to manually bridge their searches across multiple systems and have a deep knowledge of traceability.  The Electric Power Research Institute (EPRI) ( estimated that going to a  data-centric model with traceability would save each currently operating nuclear power plant about $80M over 20 years.  Multiple industry research sources suggest that a good portion (anywhere from 10%-30%) of an average knowledge worker’s time in large process plants is spent either looking for correct information or validating the information they have is up to date.
The reason for the inefficiency is that the total defining information set is inevitably dispersed across several specialized, disparate information systems (silos) that are owned and controlled by different groups.  There is as yet no single software application on the market that can securely manage all of the large variety of information and media types to satisfy all groups across the life-cycle of these facilities. As a result, tracing licensing requirements, drawings, equipment specs, datasheets, purchase orders, and installation, maintenance and QA records requires specialized knowledge and access permissions for all users to search the many information systems. In addition, users have to verify the status and timeliness of the information gathered before using them.
